How to stop Government systems from being hacked

Since Australia is rolling out the NBN (national broadband network), why not lay a separate GBN (government broadband network) that will basically act as a vpn between all the government entities in the country. These system will be separate from public access. Sensitive computers should only be hooked up to the GBN while employee computers needing access to the www will be hooked up to the NBN.

The GBN network should have zero wireless access, nor public communications through chat or emails.

America could follow suit.

Anyway.

Off topic: the Australian government could save money if it went with drones attached with thermal imaging to sweep the coastal waters looking for boats carrying illegals. Rather than waste tons of fuel on ships with their navy and coast guards.

These drones can be launched from the coast or water (from ships); while the ships stay and the drones do all the work at night. Why sweep the waters with ships, when a drone 1/1000th the size can do it at 1/1000th the cost of fuel. The ships will just wait to intercept at reduced fuel consumption.
