A Way to Create U.S Jobs and boost Economic growth

Emergency bypass through America's heartlands:

If America were to upgrade its water utilities system with new age tech, it would help create jobs in many sectors including manufacturing; while securing Americas future water supply.

With an abundant and clean water supply, places like Las Vegas would no longer have to worry about water shortages. Farmers wouldnt have to worry about water restrictions and drought. Places like the Salton Sea could have a flow of new water. Solar plants could have all the water they need to run turbines. The US Oil industry could more easily get all the water they need.

With an almost infinite water supply, America could transform and terra form once wasted dry temperate regions into furtile plains to produce more agriculture or perhaps lakes with resorts. The ideas are endless.

The basic idea is to create desalination plants across the East/West coasts and along the gulf. Also, to lay new hi-tech pipe across all of America.

By building several plants America's regions wouldn't have to worry about a specific plant being shut down due to contamination or through mechanical faliure.

Plus, by having several plants, you create long term jobs for Basic/Skilled Labor and Professionals (Engineers, Water treatment specialists and PC/Network support; which Ill further elaborate on)

Laying new high-tech pipelines throughout america will further create temporary employment via general/skilled and professional labor as well as long term employment opportunity to maintain and monitor the pipelines.

When I speak of new high-tech pipes, I'm referring to a pipe that would be wired with real-time technologies:

One ability would be able to monitor the water quality for contamination via a network at a regional substation.

Secondly, would be to shut down sectors of the pipeline water network due to pipe breakage or contamination; while redirecting other flows to replace or help fuel the sector that's temporarily lost.

A third function should allow the pipeline itself to notify a pipeline substation of any leaks or cracks in the pipe with specific location of said flaw.

These new high-tech pipes and desalination plants would help spur development in the manufacturing sector with the need for high-tech pipes, water pumps, computer hardware and software, water filtration systems and heavy and light equipment to help build this nationwide pipeline. Plus, with all the extra salt, America could export the byproduct of desalination.

This national pipeline water could be connected to existing pipelines and sold to cities and it can also be connected to replenish existing aquaphers. Perhaps the actual water supply could be nationalized but still ran by local municipalities.

Also, while building this new pipeline all across america, the government could lay classified networks cables for a separate and more secure government internet network.

Ways to raise extra money for the project:

A one time water tax for each household

An increase in water cost per gallon per individual with a guarantee in fixed price for x amount of years.

A national tax free lottery. A nationwide lottery held once a year with one winner becoming tax free for life.

I feel a plan like this would help create short and longterm jobs at every level of skill. From general labor to skilled workers including the transportation industry (moving equipment, hardware, and dirt) to professionals. It would also help manufacturing industries and local economies.

It could also help get Obama easily reelected or his counterpart the job.
